How high can you go without pulling the player down? How many stars?

At what rating you need to pull, how many stars?

Can I recruit a four stars player near campus right off the bat?

i think 3 stars. you MAY be able to recruit a 4 star close to campus immediately or with minimal pulldown effort...but you will not be able to keep them anyway...

Because any decent 4-star will get taken by a much higher prestige school.

I was under the impression that players only transferred if there are broken promises or other players scholarships rescinded, is this not true? I think what he's talking about is that any 4 star recruit is going to be recruited by a team much better than a C+ prestige and it's a 0.00001% chance that you could even get a whiff of him at a C+ prestige team.

This is correct. 
One thing to add is that Sophomores and Juniors have PT expectations and may transfer due to those not being met.

Just send coach calls to anyone who is 3 stars or higher, then you will know if you are a backup option or can recruit them.

There are basically 2 ways to recruit as a C type team.  One is to recruit someone good with 3 or 4 player's worth of money.  So, expect to spend up $75K for one really good player and take some walkons.  Or recruit normally and take players who are average for your Prestige where you can win battles for them.

You will most likely not even get considered by any 4 star player with a C+ prestige with out serious pull downs and about time he will consider you another higher prestige school will already be on him and you wasted your money.  Your window shopping on 5th Avenue with a K-Mart budget.

I did not pull, got considered right off the bat from a four stars players, signed him. He was 10 miles from Campus. I got him tight with 13k... But did not get it contested so.

Probably if the recruit had better than 25 WE, another higher prestige school would of come along (especially since you probably didn't show an all-in on the recruit) but nice grab anyway.  Outside of 70 miles, I don't think he would of considered you without pull down effort though.

yeah, that's a nice player, albeit not a high-end 4-star type. still a very nice and unexpected pickup for a C+ school. well played. the distance was your friend.
