Hall of Fame vote, 1950 Topic

From Bill James' book, "What Ever Happened to the Hall of Fame?", p.49:

"In 1950 the Hall of Fame selected no one, passing up, among others, Mel Ott, Jimmie Foxx, Dizzy Dean, Al Simmons, Paul Waner, Harry Heilmann, Bill Dickey and Bill Terry.
      
Commissioner Ford Frick congratulated the members of the BBWAA for “upholding and increasing the stature of the Hall.”

Frick should have said..." we have just missed a great opportunity to immortalize some of the best players in history; players who undoubtedly deserve the recognition. If we allow the BBWAA to continue down a path of no accountability, then we in baseball are ALL responsible for ruining an institution. This being said, I am over-ruling these numbskulls. Using my authority of as Commissioner, Jimmy Foxx, Mel Ott, & Bill Dickey are immediately recognized as Hall of Famers for 1950. If Messrs. Simmons, Waner, and Heilmann are not elected in 1951 they too shall be installed in the HOF. Sorry Mr. Terry, you'll have to wait and Mr. Dean, you are not worthy of installation in the Hall of Fame".

That should fix the grievous oversight.

Seriously, if 500 HRs - and in 1950 it had not happened all that often, were not enough to get Foxx and Ott in, what WAS the criteria ?
