In regard to 69-70 and 79-80, it doesn't say anything about the players you choose being from the 70s. I think all years are fair game, as long as all of the other criteria are met.
Jsa is right, all players are good. as long as they have a Def Rating 70 to 79. Of course, there are line requirements as well has D-man requirements.
This works for me. I will put something together. It's going to take a bit more than an hour though

I say $165,000 because they are not to be used. There is no injuries or suspensions so there is no need to use them anyway, so spend the $165,000 on the scrubs and save the money to use on your 20 core players.

Ok one more Q. What's the rule if I decide to go with three tenders? Same cap for 3 as for two? Need to know
