It can. Another option is to draw lots for the "lucky two" owners, since we currently have 13 who expressed interest, who only have to draft one team, while others will draft two teams. Let owners declare to waive the right to draw lots, thus draft two teams. If this option is chosen, I will waive my right to draw lots and will draft two teams.

While the drawing of the lots part might be unfair, this does allow us to accommodate as many owners as possible while filling up the 24 team slots.
