Simple supply and demand. There were only 39 RPs in the league last season that pitched >40 IP and had an ERA below 4.00. That's fewer than two per team. Of those players, 18 have already been picked (plus Wade Davis who was at 4.10).
That's why I snapped up Northrop (2.42), Rivera (2.95) and Sutter (2.56) already...
