I'm trying to get my pitchers' fatigue levels back to normal but they keep getting put into games even though I have their roles set at "rest"... am I missing something?

Under management console, do you have your manage pitching staff box checked for the level you are talking about? If you do, AI will make all your pitching staff moves.

nope... all the AI management options are off.

If you don't have enough 100% pitchers, the SIM will use fatigued ones regardless of the setting.

Go to Manager, click player settings, uncheck the box under "relief" for the pitchers you have at rest.
