Every owner that is in the league for the next five seasons would be eligible (new and current owners) I would put up a $50 prize and the franchise with the most overall wins Major and Minor leagues would take home the prize.

Major and Minor League regular season Wins=1 point
For advancing to the DS (Being a 1st /2nd seed or winning the opening round) at any level =10 points
For Advancing to the LCS, any level=20 points
For Advancing to the WS, any level=30 points
Winning WS, any level =50points

New owners will be given a two season grace period to get their teams shaped up.
100 wins combined over their first two seasons is what will be needed in order not to be removed as GM.

57 wins in any one season,
118 wins in any two back to back seasons,
185 wins in any three seasons consecutive
and in any 4 seasons a team will be required to win 265 games.
In theory a team could win 90 games in back to back seasons then follow it up 54 in the third season. That team would beat the three season rule (234 wins) and the two year rule (144 wins) but be eliminated because they didnt reach the one season rule (54 wins).
We also like our minor league to be kept in fairly good standing
levels ML/AAA/AA/A+/A- must have 22 players minimum rostered to start the season by the first scheduled game
rookie level must roster a minumum 22 by the time its schedule starts
no starting pitcher can begin a game with 0 (zero) stamina
