Assuming a neutral park, no DH/AAA/WW, and roster restrictions that make it impossible to have a team full of cookies, would 1,399 IP/162 of quality pitching spread among 7 quality dead ball pitchers (w/ an additional 80 IP of scrub pitching to eat IP in blowouts) be enough for a season without fatigue issues?

yep, more than enough. I would go with 1350 (~) RL IP and be comfortable at that cap.
