Averaging the ELO of all teams in each conference should give a pretty good view of how conferences stack up vs each other. During conference play, ELO for the entire conference stays constant (all winners increase as much as losers decrease, so it's a net zero). So basically, this ELO of the entire conference is completely dependent on their performance in the 5 non-conference games, and the playoffs.

Wow, I feel bad for the Southern. Every other conference is relatively stable, but that poor conference just cannot attract enough suitors to bring it out of the cellar.
