Yes they will add effort until their scholarship limit is met which is pretty rare. The worst part is that they can take the lead and sign the recruit in one cycle. You don't receive a notice until it's too late.

They should accept the offer the first chance they can to sign.

Agreed, providing they have had a face to face meeting with your staff. That includes a scout, home visit or campus visit.
