If the pitcher at SP1 has a fatigue level below his auto-rest he'll be skipped if another pitcher in the rotation is available. Looking at the team I think this is related to, that was probably the issue.

Determine the proper pitch counts. A general setting uses 15-16 pitches per inning, more if a glorified hitters park and/or higher cap leagues.

You also should search starting pitchers by IP/g. You can't expect a starter with less than 6 to take you deep into games. Draft your bullpen accordingly.
