No -- you will need to do enough to get on his considering list before he will sign.
If he's open to being recruited at your division, then an HV should be all that's needed to get him considering.
If he's from a higher division and hasn't dropped down yet, you'll still have to pull him down with ST's like you would any player. Make sure you have a backup message from him before spending.
As best I know though, there is no way a player with a scholarship offer who isn't considering you after the offer will "grow into" considering you without further effort being expended on the player.
