If you leave them there, occasionally they will start next season's recruiting period green for you. (not very often, though). Then all you would have to do is send a scout to see them face to face, and check their potential.

Yes, as long as nobody has responded to it. Open the post. Then over on the right where they have the action icons, click on the minus sign.
