RULES

Unlimited keepers in non-expansion years (see below). 40 minimum Live for playoffs and lottery as well as 35-win minimum for lottery. All postseason must be played Live. Average AAA, 6 hitters and 4 pitchers. DH at AL parks, pitcher bats in NL parks. No WW. No clones. Trades are allowed; as of the 1989 offseason (this one), you may trade 1990 picks as well as those from 1989, but may not trade 1991 picks until the 1990 offseason (which follows the 1989 season).

NEW RULE beginning with 1984 season for 1985 draft: An owner who does not play the minimum 40 Live games will be penalized by dropping one or more spots in Round 1, unless his team would've made the playoffs in which case the penalty is no playoffs. (Cannot drop in that case because all playoff teams pick lower than all non-playoff teams.) If he plays only 30 to 39 games Live, he will drop 1 spot in Round 1. If he plays only 20 to 29 games Live, he will drop 2 spots in Round 1. Fewer than 20 games will result in 1 drop of 3 spots in Round 1. A new owner will not be penalized as long as the previous owner did not drop the team out of the lottery, since it would not be fair to the worst 3 Live-minimum teams to give up a lottery spot after the fact.

EXPANSION

The league shall expand for the final time to 24 teams, with 3 divisions and a wild-card in each league, no sooner than 1993 and no later than 1998 on at least 4 years' notice.

TIEBREAKERS FOR DRAFT

Live games played are always the first tiebreaker for high pick. If there is still a tie between 2 teams (or between 3 or more teams in the same league), then the team with the worse (worst) head-to-head record gets the higher (highest) pick. After that, it's season run differential with the lower (lowest) one picking first, and after that, it's a coin flip called by the senior member, or a random draw if it's 3 or more teams. If it's more than 2 teams in different leagues, it goes straight to season run differential if Live games are tied, and then random draw if necessary. The order of coin flips and random draws will alternate from round to round, with the team in front moving to the back.
