RULES of League

League Philosophy:

The philosophy of the league is summarized in three themes: (1) have fun, (2) each owner takes FULL responsibility for the success of his own team and the league as a whole, and (3) No Whining. This is not a League for owners who have trouble adhering to deadlines, making draft picks on time, keeping track of their roster, or getting keepers in on time. As the rules below will make clear, it is expected that owners will meet deadlines, take full responsibility for accuracy in their keeper lists and draft picks, and act with integrity (Good Sportsmanship) at all times.



------------1969 Rookie Progressive League II ------------

INITIAL DRAFT:

The initial draft will be 16 rounds of snake style draft, each owner making 1 selection per round, followed by 5 rounds of snake style draft with each owner making 2 selections per round. Stadium/Franchise must be selected during the draft. (Draft Order will be determined by random.org). The player database available for the draft will be all players (WIS) available in 1969 and players that RETIRED in 1968.

TWIST:

What makes this league any different from every other progressive? We will draft our 25 man majors rosters and 5 Players for our Minor Leagues. This will give us a Roster of 30 Current Players each Year. This is your Team coming from the 1969 WIS database and player that retired (according to WIS database) in 1968, however, each player will begin their careers from their ROOKIE season (hence the name of the league) In case you need further clarification...Bob Gibson will revert back to 1959, Willie Mays starts back in 1951...etc...


FUTURE DRAFTS:
Future drafts will be both straight forward. Our season 2 draft will consist 1970 rookies and any Players that were Cut or Not Drafted the Previous Year. Rosters will Consist of 30 Players that each Owner's Drafts. But when Keepers are Posted, they may Keep all 30 players or up to 30 Max or Less (Each Owners Choice). If a Player is Drafted that was Cut. He will play the Season under what ever season he was cut in. Example : If he was playing in 1965, that was his 2nd Season, then he can be Redrafted for the 1966 Season, Progressing 1 year with the League. If that Player fails to be drafted that Year, He will be elimated from the League's Future Drafts, Unless he has eligibility for future Seasons. So if we were in the 1971 Season, He could only be drafted for the 1971 Season Only. When we are in Season #3, Willie Mays would be in his 3rd Season's and advances accordingly. Season 3 will be 1971 rookies and so on. Draft order will be based on W-L record (worst -first), with the All picks being determined by percentage points above their expected win %. A win floor of 35 games will be used to qualify for any top picks. Any team that Fails to Win the Required 35 games will drop in the Draft and pick NO Higher than 4th. If more than 1 team failed to Win the required 35 games, then they also will fall 4 picks, so they would draft No highter than 5th then, ect. ect. ect, This Stops owners from Tanking.

Player Eligiblity for all Drafts :
If a Player is NOT Listed for the Current Season's Draft Avaibilites list by the Commissioner, Then he will Not be Eligible to be Drafted until the following Year. Example : Mickey Mantle's 1960 Season was Omitted from the Players Draft List, Yet was in the Wiz Players Eligibality List, he could be Drafted in 1960, He will Not be Eligible to be Drafted until the 1961 Season (Following Year). Sorry, Mistakes do happen and Exceptions will not be made in this Instance. Only Players on the Avaibilites Player List are allowed to be Drafted each Year - NO Exceptions!

Missed Draft Picks :
If an owner misses a pick in Rounds #1-3, all subsequent picks in that round must occur during their scheduled time slot. In other words, No picking ahead of your time slot in the first 3 rounds unless all owners before you have picked. If the pick is still missing by the Start of the next day, the Commissioner will make the Draft pick for the Team. Starting in Round #4, Owners No Longer have to wait for Missed Picks to be made up. As Long as the owner before you has picked, you may make your selection.

Any Owner that has 2 or more Missed Picks at anytime may be Considered to have left the League. The Commissioner Reserves the Right to take over the Team and/or give the team to a New Owner immediately.

PROXIES :
If you are away during your Pick, you then have 2 Options :
(a) You can Post a Public Proxy in the league forums OR
(b) You send a proxy to the Commissioner and the Two or more Owners immediately following you, Via Emails AND or post in the league forum draft thread that you have done this.
Failure to Comply with at least one of these two conditions will be considered a missed pick. As long as you do either of these two things, your proxy will be Honored, even if the owner posting for you posts late. All Owners are Expected to Honor Proxies responsibly - We will absolutely Stop the Draft and UNDO "Incorrect" Picks if a Proxy was NOT Honored. All good Sportsmanship needs to be in Play at all times.

ADD/DROPS - There will an Add/Drops after each Draft is completed. The Commisioner will send out an email telling the Date and Time pickups and drops can be made. This rule is in effect starting with the 1970 Season. Players as Rookies sometimes play of of position and an oversight by any owner could leave themselves with an roster that they can not enter into the Wiz Rosters. Any Dropped Player can not be a Player just Drafted in the same Draft. He must be a Player that was a Keeper that was established before the current Draft. The Adds/Drops will be First come, First Served. If there is an Owner with 2 Teams in the League. In order to keep owners from taking advantge of the first come rule. If the Owner drops a Player. There 2nd Team cannot Pick up the Dropped Player for 24Hrs. That way it gives everyone a Chance at seeing the dropped Player and a chance to claim that Player. Not everyone has 24hr Internet access, so that's why there will be a 24Hr wait for the Owner with 2 Teams, to claim the Player for his 2nd team.


Expected win % explained - The site gives you a rough "Expected win percentage" in the advanced settings of a league page. The top 5 picks will be ordered based on the differential between their actual win % and expected win %. A team that has an expected win % of .450 and wins at .400 will be -50. A team that wins at a .350 win % with an expected win % at .300 will be a +50 and get the higher pick. If 2 or more Teams are still Tied after checkng the Expected Win Percentage VS the actual Winning percentage. Then the 1st Tie Breaker will be Home Wins. The team that has the fewer Wins will get the Higher Draft Choice. If for some strange way, teams are still tied. Then the Final Tie Breaker will be a Random Draw out of a Hat by the Commish or If the commish is involved, then he will get a Non Party Involved to make the Random Draw and then Post the Results for the League to see.

General Rules:

The Commissioner Reserves the Right to Settle All Disputes and to Rule on any Situation not Explicitly Covered in these Rules !!!
Teams #1: 24 -traditional 4/4/4 divisions - Original Rules.
Teams #2 : League was Contracted in 1970 back to 16 Teams, 4/4 National and 4/4 American League Teams. The Original League Founder Adandonded the League because of personal reasons in his Real Daily Life. The League almost Died after only 1 Season. KAllison1 then took over the League as it's Commissioner and Kept the League Alive.
Team Name: Must start with city/state, but can then be anything you want after that
AAA: 6/6 You will Draft 5 AAA Players for your Total Roster of 30 Players. (Your Choice). All other AAA Players will be Below Average fillers. They are NOT Allowed to be used, Unless the Commish tells the League they can use them. That would only be because of not having enough Pitching Innings or Atbats for the Season for Teams. This might happen during League Expansion.
DH: YES, It was Voted on in 1971 and Passed with a 75% vote to have the Designated Hitter Rule Installed in the 1973 Season and Beyond.
Keepers list: The Commissioner will set up a Keeper Thread in the Private Forum No later than the 120th game each season.
All Keeper lists are Due by the 135th game - No Exceptions. Failure to do so could result in your Losing your Team. Any Owner that has NOT Posted there Keepers List by Game 135 will be Considered to have Abanded his Team for the Upcoming Season. Their Team will then be Posted in the Public Progressive League Forum and we will Look for a New Owner for that Team. Unless arrangements have been made with the Commissioner.
Each owner may Keep up to 30 Players from there 30 man Roster, Each Year for upcoming Drafts. Any Released players will go back into the Pool of Players for the Next Draft. This keeps enough players and Rookies each year to Improve the Bad Teams. Each owner is Responsible for keeping track of their IR players and making sure each year's Keeper List is Correct. Failure to list a player as a Keeper means that player will be Added to the Available Draft list, and you Risk losing that player. All Keepers lists are FINAL once the 1st Round of the Current Draft is Compeleted. Any subsequent Roster corrections must be posted in the League forum AND any and all Changes sightmailed to the Commissoner. The Commissioner will let any Owner correct any Mistakes that are caught by the Commissioner before the Draft Starts. But the Commissioner is Human, so Mistakes can Happen. Every Owner must Check for Roster Mistakes. But after the 1st Round is Completed. Rosters are FINAL - NO Exceptions.
IR: If a player doesn't have a WIS eligible season, he can move forward to his NEXT available season, given that he does not surpass the current season. For example, we finish the 1971 season and PLAYER A" finished his 1962 season but has no 1963 or 1964 season. PLAYER A can skip 1963 and 1964 to be used in 1965. At the same time, PLAYER "B" finished his 1971 season and has no 1972 season available. PLAYER "B" must be placed on IR until the 1972 season finishes, and his 1973 season can then be used. There is no limit to how many players you can have on IR.
Trades: Trades are highly encouraged to achieve parity and competitiveness. 120 game trade deadline will be enforced. 2 year max on draft picks Traded ..in 1969 I can trade 1970 and 1971 picks, (but not 1972).Unlike most Progressive Leagues, You may Trade Draft Picks that you do not need each Year. So Draft Picks do not have to match the Number of Cut's each year for any Team. Example : A Team needs 2 Draft Picks, they may Trade their 3rd round Pick for any Future Season's draft Picks, perviding that they don't Trade past the 2 year Max Limate. So a 1970 Trade (3rd round pick) maybe Traded for a 1971 or 1972 Any Pick. As long as 2 Owners agree on their Trade.
Blocking Emails from the Commissioner - This will Not be tolerated or allowed. Any owner that does this will be consided to have left the League and will be Replaced A.S.A.P.
Rules Changes : Any Rules Changes will take a 75% Vote by the League to change any Rule.

Stadiums: Must use teams RL stadium for the appropriate season.
Relocation: Teams will have the option to relocate and/or change team names as appropriate with current season.
Expansion: As new cities become available in the late 70's, teams that are interested in relocating to one of these cities can express interest and will be put into a lottery for the relocation if more than 1 team is interested in relocating for the same new city.

In the 1980 Season...

We have Added 1940 as a 2nd Year to Draft Players to go along with the 1980's Players...

All Players Drafted in 1940 were Reverted back to there Rookie Seasons...

This Being a Rookie League...
