Is 70 speed on a WR the same as 70 speed on a TE?

This stems from looking at position changes. A 77 speed WR converts to an 82 speed TE.
The player is still the same so does he magically gain speed or are stats not consistent across positions?

I believe those numbers are relative to the position , i.e.the 70 speed for WR is in comparison to all WRs, etc.
