No. If the rule is that after the 5th round, you must have $1.673 million left over. If you have less than that, then you must draft a different player in the 5th round... If you allow owners to draft players, and then change their mind and drop the players they drafted for cheaper guys, then that can be used as a dubious draft strategy... I can draft a guy in the 5th round I know I am not going to use, just to block an owner behind me from drafting him. Then, once he isn't eligible to be drafted, I can just pick up anyone to replace him. And there will be plenty of good players left over in this format... If you draft too much salary, you can trade or suck up your mistake and roll with too few minutes... But a rule that states every owner must have $1.673 million left after the 5th will ensure that everyone has enough loot to fill the 12 man roster... If they don't have enough minutes, then that's on them..
