Sheffield was a 'roider. But mostly it's because he wasn't a friendly chap.
And he has no business being in the HOF based on his career.
I don't think he ever gets in, but he probably belongs (or is at least close) based on his performance compared to other HOF outfielders:
Sheffield ~11,000 PA; 509 HR; 140 OPS+; 292/393/514
Stargell ~9000 PA; 475 HR; 147 OPS+; 282/360/529
Winfield ~12,000 PA; 465 HR; 130 OPS+; 283/353/475
R Jackson ~11,000 PA; 563 HR; 139 OPS+; 262/356/490
Clemente ~10,000 PA; 240 HR; 130 OPS+; 317/359/475
Kaline ~12,000 PA; 399 HR; 134 OPS+; 297/376/480
Stargell had a better OPS+ and Jackson hit more HR, but you could make a reasonable argument that Sheffield was the best offensive player out of that group.
