Tickets and citations should be adjusted based on income. San Francisco has a program like this and I think it should be applied to every city.

Responses that I don't want (electoral college as an example):

I don't care. Give me a reason why the electoral college should continue to exist.

"We've always done X thing this way, so we should continue to do it this way!!!"

what gives you the right to determine who deserves civility? Maybe its just me , but if I say I'm going to be civil, I mean I'll be civil to everyone, not just the people I feel "deserve" civility.
