That's what I am saying, mully. the guys at the DUKEs all know when and when not to battle and most of the time it's NOT. If there was a minimum requirement to for the top teir recruits (say 10 HV's per star) than it would make the equation a little fuzzier and lead to more dynamic recruiting.
