If an owner does not upgrade his best player for Season 1
If an owner tries different players during the season VS. LHP / RHP
If an owner does not draft the player you think is best
If an owner uses his 12 AAA players, some will have to use 2 or 3 immediately
If an owner does not only use his top pitchers to start games
How would I monitor all that, without alienating someone

Rather than monitor the method of how an owner chooses to throw games, most progressives I have been in have an anti-tanking rule.
Usually it is a certain number of wins a team must have by a certain point in the season. If a team doesn't achieve that number it is assumed the owner did or didn't do something that caused this. AKA tanking. This results in loss of draft position.. Not all the way to the end but say out of the top five.
The only thing you have to monitor is wins. There is always something you can do to get a few more wins. If all else fails make a trade.
The worst part of tanking to me, especially if the Wild Card is in effect. Throwing games ruins the competition for the rest of the league's owners.
This is not a make or break issue for me. Aren't we allowed to draft anyone from any era that is not on an other team. That is a large pool. Only 24 names per season. Enough for everyone. Even in season seven.
