evidently trump wants to spend 1 trillion on defense modernization ...over time...... and 1 trillion on infrastructure...but..lose massive individual and corporate tax revenue through massive reductions...btw obama requested 247 billion for military modernization ...maybe more needs to be spent..unbalanced..trump can do to us what we did to the soviet union.....bankrupt us.

That's to indicate that it was sold to the bookseller at a discount.

They did the same thing for decades to records. Cut the corner off. It denoted a record that had been pulled from the market (over-produced/undersold resulting in little to no demand). Hence the term cut-corners. Some very great records in my collection are cut-corners.
