I don't believe most leagues works this way. Ours does though. Basically the thought is you can have a twelve man roster and if you are under the minimum of 19K minutes you can swap your low minute players out for the scrubs but you still retain the rights to your current season players. It's an effort to keep low minute teams competitive i.e. not forfeiting games and helps allow the team to build towards the future faster by retaining useful players.
