Was this a setup? Did the Dems have an agreement with Joe he would step down early into his term OR did he think he would stay all four?

If he thought he would stay all four, are things just getting out of hand and the Dems didn't see this coming OR did the Dems know he was going down last spring and that's why they backed him? Because it was the only way to get a super lib as Prez. Back the moderate with the best chance knowing he was corrupt and would go down and then they could insert their hand picked puppet?
