oops, i see now

Because the scouting and recruiting changes affect the core of the game, the rollout of the new version is unique. As each world reaches the conclusion of its recruiting period, it will transition to the new version of the game within 48 hours and the season will continue. The first world to experience the upgrade will be the Wooden world.

did wooden start on 3.0 yet? what WIS left out is who is before wooden who isn't going yet, thats unclear, no idea when wooden rolls...

2.0 recruiting started today in Wooden. After recruiting ends the world will pause for two days and be converted to 3.0.

But we are confident coaches will adapt to the new system in a season or two and an entirely new web of scouting and recruiting strategies will emerge.

We’ll be closely monitoring the game, the forums and customer support tickets over the next couple months as the update is applied to each world. Feedback will be collected, reviewed and applied accordingly for future improvements, tweaks and additions.

I'll post this again to try to clear this up. The short answer is that Wooden is in the final 2.0 recruiting period now. If WIS holds to what was posted above, then Wooden will pause to update at the close of recruiting, Saturday, August 20 at midnight, and update for 48 or so hours and rollover into, presumably, new coach signup in the 3.0 update. The list below should be the final 2.0 new coach signup for each world:
Wooden 90 Recruiting Mon, Aug. 15
Rupp 90 Recruiting Tue, Aug. 16
Knight 97 National Tournament Wed, Aug. 24
Allen 87 Regular Season Sat, Sep. 3
Smith 89 Regular Season Wed, Sep. 7
Tarkanian 117 Regular Season Fri, Sep. 9
Phelan 97 Regular Season Fri, Sep. 9
Iba 88 Regular Season Wed, Sep. 14
Crum 84 Regular Season Sat, Sep. 17
Naismith 90 Regular Season Wed, Sep. 28

So, I could imagine WIS making the decision to delay Rupp's update by an extra 48 hours or so, just to put some space back between its new coach signup and Wooden's.

This is assembled information from things seble has mentioned and the dates for the new coach signup in each world. The key thing to understand is that each world MUST complete recruiting in the old method before it can update. So, job applications, new coach signup, recruiting (2.0), pause...update...rollover to 3.0..., Another new coach signup (this is where that lives in 3.0, so I assume it will rollout that way), exhibitions start.

Note: you could start scouting during exhibitions, but don't! I strongly advise signing up for a public camp and wait for that to run. You might FSS your own state, but resist the urge to jump way ahead. Recruiting actions won't become available for two or three weeks in a 1-day world. Don't forget too register for a public camp, but do not start individual scouting until after the camp(s) run.
