Am I missing something or aren't these supposed to be every 6 hours?

08:00 - 14:00 - 20:00 - 02:00

Depends on your time zone. For EST it is 5, 11, 5, 11. But on the first day, you can place your first Attention Points at 8 AM, but it does not process until 5 PM. After that it will go every 6 hours.
