100% unlocked but not unlocked Topic

Anyone run into this problem? I have HV 100% unlocked but I can't do any HV.

I have plenty of money as well.

Do you have the max number of players in one class?

Other than that, it must be at 99.7%, although it's reading 100, it's not fully unlocked. That would be my guess.

If I recall correctly, this situation did come up in the Beta process. Someone had 99.6% or 99.7% completion -- the system reported the rounded figure to show 100% but would not allow the corresponding recruiting action until at least 1 more AP was applied in the next 6-hour window.
