If you have a guy transfer, I'm pretty sure you don't get 100% of your APs, had it happen to me a few seasons ago.

I thought I remember reading that somewhere....

From the new HD 3.0 FAQ:

Q: If a player transfers, do I get recruiting resources for that open spot?
A: Yes, if the player transfers you'll be given recruiting resources to fill his scholarship assuming you don't have more than 6 scholarships to fill. However, if the transfer was due to a broken promise you'll only get half the normal amount.

This would make him start recruiting with 90 AP instead of 100 and after signing 1 player (which reduces by AP - 20 / openings = 70 / 4 = 17.5) leaves 72.5 AP so rounds up to 73.

I noticed something earlier and someone will need to correct me if I am wrong. So I had 2 openings 60 AP. I cut two guys and got increased to 100. I don't know why, but I always thought that if you cut someone you didn't gain AP.
If you didn't originally sign the dudes, you get the resources.

If you cut, you are not getting to keep the full twenty AP once you start signing. Has always been that way in 3.0. And yes, the first time it happened to me the forums gave me this answer.

Well that may be the correct explanation, but I much prefer the possibility of a complex scheme in which some coach figured out a way to subtract from the recuirting accounts of other schools tiny fractions of APs and move them to his account. Usually smaller than rounding error......
