Offer draft prospect their demands for comp pick? Topic

I have never had this situation before. Low on prospect funds, multiple "difficult to sign" types of draft picks. Do I need to offer their full demands in order for compensation? Meaning, if they're asking 6 million and I offer 3 and they reject, will I still get the compensation pick?
