When used in the context you describe, it's benign. Maybe politically incorrect, but still harmless. I know people who say that all the time. I might cringe, but it's not a big deal.
What I abhor is continually referring to someone as a tard. It's offensive in that context. You are unlikely to pass a child with Down's Syndrome in the mall, and remark to someone, "Did you see that tard?".

SIDS seems more taboo to me. Retarded has been such common lexicon lately that it's hard to discourage. I think getting into a spat over it is just retarded.
It's just an adjective. It's not like retards get all angry when people use that word, and say it's theirs. Like is it wrong when I say the car in front of me is driving retarded? Maybe it's just something society is numb to, but it just seems like an apt description sometimes. If it wasn't applicable then I'd probably have a complaint too. Like sometimes people mean it for good things now, like when a party is retarded. I've heard that, and it didn't mean leperman jim's kid was having a birthday, it meant like something crazy was happening.
