Why can't I call a Canadian player?

They are classified as International players and are treated just as if they were Asians, Africans, or Europeans. I guess WIS decided that it was easier to standardize rather than make exceptions.

It's also the language. At a burger king in Montreal my wife pointed to a napkin dispenser and asked the young lady behind the counter "How do you say this in canadien?".........
