He'll develop just fine in the bigs.    That said, you're 24-37 so I don't think he's going to turn you into a playoff team.  Because pitchers hold their value longer, it might be more worthwhile, long-term, to hold him back 20 games next season.

I don't have much experience with a guy like this potentially playing 2B, so - how would a 67/80/77/80 guy do there?  Would the arm strength counteract the lack of range?

I don't have any experiece with a range that low at 2B.   Average RF for a 2B is just under 5.    He's probably going to be about a 4 but you might get a few + plays for the arm.   But you won't get 150 of them and that's how many you'd need to make up for the low range factor.

Ive never had a guy like this ;  Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Mo Gray

Pretty awesome splits, but nothing else to write home about.  It's a little early in development but have you ever had a guy like this?  What could I expect at the big league level?

I've never had anyone quite like that but, with splits in the upper 80s/low 90s, he'll be good even if only 1 pitch is over 70.

Depends on your team.  He could play now, he'd be a good LF/below average 2B, but it depends on who'd he replace.

I have $11M in College Scouting and $2M in HS scouting.  I am thinking its best to move all the HS players to the bottom of the draft. 
Scouting at $2M has got to be pretty useless or is there any benefit to taking a flyer mid-draft on a highly rated (although poorly scouted) high schooler?

I tend to ignore prospects scouted with a low budget.   But there's no harm in taking a HS player with a 7th round pick.   It's unlikely that a good one will drop that far but it's just as unlikely that a good college prospect will be there.  I'd use my draft settings to auto-rank the players and then manually move the top college players to the top.    If you end up with a HS player at pick 237, no harm will be done.

I'm 12th in the world in OPS, but 23rd in runs scored. Should these stats be converging on each other? Or could it be telling of a problem with my team's composition?

Your offense is built around the homer.  Which is fine.   But you're 24th in non-homer hits and 29th in walks.  You're just not getting enough baserunners to have an effective offense.   So, yeah, it's a problem with your team's composition.  More eye and contact.
