1st and 3rd base coaches COACH baserunning right? They don't affect actual success of stealing a base right? So if you have a guy with good base running stats, and he's at the end of his development, he should be able to steal bases as effectively under any coach correct?

That is correct. Coaches do not play a role in game action. Unless you're tossed then the BC ignores your settings and does whatever.

And decline. I'm not exactly sure how it works as some guys start/relieve from game to game practically. Maybe there's a stamina cut-off or maybe the two are added for a total.

So, if you have a veteran team, besides FI and Spring Training impact, is there any reason to maintain any expensive high end coaches at the ML level? This also assumes you don't have a blue chipper in the mix with development time left...

Now you're catching on. I've never understood why anyone would pay 4m for a hitting coach when all his players are 26-30 y/o. But they do.

What does OPS actually mean? (I know the obvious answer). Is it just a number to compare players vs other players or does it mean that, in theory, a player with a 1.000+ OPS should drive in a run or get on base every time they are up to bat?

Reason why I ask is I'm trying to imagine, if it were possible to have a team full of 1.000+ OPS players what that would look like.

It's the advancement of a base at it's core. A player who goes 1-1 with a single has an OPS of 1.000, while the same 1-1 with a homer is 4.000. A team with a 1.000 OPS should score every inning at worst. Lead-off homer, 4 bases, 1 AB and three outs. 4 bases, 4 AB, 3 outs.
