No.  People do not move to Montreal.  Montreal will be completely empty, except for those with no way to leave, by 2108.

Less than 24 hours.  If dropped in the middle of WI with no money or transportation, and I could not acquire a way within those 24 hours, I would commit hari kari in the 23rd hour with my shoe.  If I were unable to complete the job with my shoe, I would break off my own arm and use the splintered bone to finish the job before I went into 24:01.
