My formula says Chong is considerably better.   But he's a borderline starter.   5th spot or LRA.   Could have trouble with HR in Chicago.

It always depend on salary structure and replacement options.   If I had cap room and needed a SP3/4, I'd give Mercado his 4 years at 6m.    Tracy looks like a league average guy to me.   I'd let him walk at 4.9m.
