knowing you have 0 in advanced scouting at all times, do you just look at current ratings when ranking draft players?

Advance scouting does not affect players waiting to be drafted.  Those projections come from the HS/College budget.

What is the games/innings cutoff for a hitter to be eligible for the all-star team at a given position?

I just had the number 1 pick in the draft and to SP I drafted, Zeke Kendall is better then my number 4, Gorky Polonia and number 5, Norm Herman.  Should I promote my rookie straight to the ML?
