It could happen with older guys but most players will accept a multi-year deal at the same rate.  i.e. 1/5 will take 2/10.   I have no idea if he will re-sign after FA.   But 3 arbs is not a guaranteed walk away situation either.

As a general rule, SIMMY favors hitting.   My guess is you built your formula in a way that brought the players you liked the best to the top.   But it probably grouped all the hitters after them.   And, usually, the best hitters can't play the field.    And, because you had it set at "any", it just took the top player listed.   I don't think the threshold rating played a role.

I'd expect him to improve another 2 points in the categories where he recovered.   Yes, I think you'd be wasting time waiting on a 3rd.  He's 40.   When the season is over, he'll decline.    Get some use out of him while you can.

No.  I have waitlists for both my worlds and, because there is a shortage of HBD owners, I'm hoarding them.
