As a coach, I hated when the other team used a Carl.   If the kid needs a 6' wide plate in order to throw a strike, he needs more practice.  Eventually he's going to hit somebody.  As a player, I hated facing a Carl for the exact same reason.   You just can't get comfortable in the box against Carl.  So, really, it depends on how "so-so" Carl's control is and what sort of coach you want to be.   If Carl tends to hit batters, safety becomes an issue.   But, IMO, he also is the best chance to win.

Carl's control issues are less inside/outside, and more high/low.  In particular, in the one game he pitched for me last week, he was walking batters, and then threw maybe 7 wild pitches / passed balls in the dirt over 2 innings of work.

When he's on, he's lights out.  When he's off . . . you get that.

No.  If he's not a danger to the other kids, I pitch Carl.    Hard wild high/low still makes batters nervous.   I coached a kid who had Greg Maddux-like control.  He threw pretty hard for that age but, after he went thru the order, they'd hit him.  So I told him to bounce a few to me while taking his warm up pitches every inning.   Changed the game.
