It's pretty random.   I've noticed no pattern.

I have no idea.   I would guess in the neighborhood of 200.

Does the option to reject assignment to the minors possibly mirror MLB in which it applies to all players with 5+ years of MLB service time?

It is supposed to mimic MLB but, as i said, it's random.   Some guys accept it, some do not.   There's no rating that seems to apply.  That said, I seldom do it so I have little data to work with.

I inherited a team with 16 for one amateur scouting budget and 0 for the other. I had originally decided to take all my teams to zero on one and max out the other. But now that the draft is upon me, one in which I have 4 1st round picks and a healthy prospect budget, I only got 200 out of 500 players scouted.

So my question is: Should I be looking at more of a 20/10 budget split in order to get 500 players?

Or, assuming that the 200 I do see are the... majority... of the better players for the maxed out budget, does seeing 500 actual scouted players even matter?

Wasn't the question about who qualifies for the ability to accept or reject (when will designating risk leaving you with only releasing as an option), not who makes one decision or the other?

It's the same question / answer. I have three old players I was thinking of dropping to AAA. Two refused, one didn't. Same kinds of players, contracts, careers, veteran status. That's why I asked.

I don't think the Raiders are that bad. In spite of the front office. Am I nuts?

I think 20/0 is the way to go.    With the projections as they are, 10 just seems like a crapshoot while 20/20 seems like a waste of resources. 

That's not how I read the question.

The perception is what it is and it's well-earned.  They'll need a couple of competitive seasons to change it.   I don't think they're horrible.   But you could still be nuts.

Nope.  I won my division 80-82 not too long ago.   That's how it works.

I didn't watch that one but Northwestern was all over Hogan in their game.
