The whole "C in RF" thing is a plus/minus game. You know he's weak defensively because of range. But, with a strong arm, he prevents some negative plays. With a weak arm, he'll have more negative plays. As long as hit bat can carry the bad field, he's fine. .911 OPS is probably fine but it also depends on your other options. If you have a "normal" RF that can OPS .825, you use him.
