I'm not sure what the formula is, but obviously it's an indicator of where the park lands on the number line that goes from pitcher's parks to hitter's parks.

I think I may have misunderstood your question.  You find them when you are joining a world.  They aren't listed in the Ballparks report once your world begins.

Wikipedia defines park factor as:   

Of course, the quality of the park's home team has a huge effect on this stat.

That didn't work out well....

PF= {(HomeRS+HomeRA)/HomeG}/{(RoadRS+RoadRA)/RoadG}, translated as total runs per game in the park against total runs per road game involving the park's "home" team.  The full-season PF for Petco, for example, is the total number of runs scored at Petco divided by the total number of runs in Padres' road games.  At least I think that's how it goes.

I wonder if those PF ratings are from MLB or from actual HBD seasons.  It would be nice if they were from HBD results, since the MLB ones are kinda irrelevant.

It looks like the numbers for park factor are not derived exclusively from the 5 ratings for 1B, 2B, 3B, LF, and RF.  There are 7 parks all with zeros across the board, but all with different park factors.

I would be impressed if they actually chased down the minor league PFs.

Not all zeros are created equal.
To elaborate on this you may see all zeros but these are the "true" numbers for 2 different parks that would both show 0 0 0 0 0

1B 2B 3B LF RF TOTAL
.4 .4 .2 .4 .4 1.10
-.2 -.4 -.4 .2 .2 .99
