There is a story about the new law in Arizonia dealing with ethnic classes.

A line in the story refers to Arizonia already having "A Controversial immigration law being challenged in court".

Why is the law controvertial? Most Americans support the law. Why did a news agency need to make a negative comment on it?

It is the truth that most Ameircans support the Arizona law.

It is also true the media always portrays it as an unpopular law.

Almost always. I cannot ever remember a case when it didnt happen.

They always add some negative phrase to it, when it is very popular.
