Let's help get interest out by allowing full team tranfers and disperse them into other worlds to eliminate drone teams!!!

Our Spain League in World 88 has been going downhill the last 2 seasons.  We only have like 12 human coached teams this season and I'm sure we'll have more people leave.   There's not enough users to fill up the 8 different worlds with Spanish League so decrease the number of worlds....
