It's a good offer for sure. On pure value it's maybe a slight overpay for Sandberg, but at the same time replacing a decent 2B on the spot in progressives isn't always the easiest things. If I was the team with Sandberg and had playoff hopes the following season with no backup 2B, I would decline too.

One thing that may have affected the Sandberg owner's reaction was whether he'd put Sandberg on the trade block or whether you hit him with a cold call.  Like someone mentioned he might have future plans, might be a big fan of Sandberg, etc.

If it's a new owner, or even new to progs, they could just be caught up on the name and not looking so much at the future returns as past returns a la what a real GM might have done with Ryno in 1992.  Too bad here we know it's his last hurrah...

Not at all.  I should have double checked on that before posting - also ought not to post 5 minutes after getting home.  It didn't strike me as rude at all.
