Will a pitcher set on "rest" recover faster than a pitcher that just doesn't get used?

I thought I read somewhere that they did, but it doesn't really make sense. Whether they're rested or not is just a function of pitches used over pitches available at that point in the season. So I think no.

This is what I expected but I've learned pretty quickly here not to rely on assumptions.  =)
