The WESPL uses a draft order formula that incorporates team salary.  This affects both who is available in the draft and the value of players, so the order here may not be similar to what you would see in a standard reverse-order-of-finish draft.  Still, hope this helps.

Yes, but the NL and AL play different years.  So only one league (12 teams) was drafting 1971 players.
