my thought, yes, there's a random assertion (look!  a squirrel!), is that the cap would have to be lower than $120 mil. I would be into $100 mil. otherwise the half dozen loaded franchises, that have always been loaded would kick ***. suppose you got the Senators, Indians, Phillies or Braves? you have to plan on having at least 15-20 decent players available to at least be somewhat competitive. oh yes you say, oh the Phillies (for example) have a rack of studs. suppose their offense starts getting poached? think of their pitching. YUCK. My thought for public discourse is, at what point do we think of changing the years in our rule V? or do we? eventually, every team will have a decent year out of someone in every position that scarcity wont be an issue. just throwing it out there.

I think I'll throw it together, and do a trial run with a $100M cap....We can always tweak later.

As for this league, my 2 cents would be to leave it as is, if anything tinker with the salary cap...

I don't think we ever did an earlier Rule V draft. Perhaps a franchise league with earlier players...
We did an earlier Rule V but it was a bit different. I think you had 25 season stretches of different franchises to choose from. Wasn't the same 25 years for each franchise and some franchises had multiple options.

I like the current league format with the 120m cap

Just for win, I quickly calculated each franchises total wins between 1920 and 1960, inclusive.  Here is the list.  (baseball-reference shows wins for all franchises on one page.  You have to look up each team seperately for losses).
