Ok. Understand that, but we are playing 2012 and then deciding their contracts. Correct?

Hypothetical:
I have 25 players of varying salaries that add up to $1000.

I decide to not sign 5 players worth a total of $200.

I use the $200 to give contract extension and sign the 5 additional players needed to play I'm 2013.

Do I have this correct or am I missing something?

Yes -- signing people to long-term contracts in February won't cost you extra money since their first year's salary will be their auction value.

The next time you will need money is in October.

When the real baseball season is over and WIS has come up with their 2013 ratings, you will have to make a decision on each of your players who are not already signed.  The assumption is that you will drop many players into free agency therefore freeing up plenty of money for the auction and contract extensions. Contract extensions in October will cost you money since the players next year contract will be a  raise if extended in October.

I am hoping there will be a lot of tough decisions come October of who to extend and who to allow to go free agent.

The short answer to your question though is that you can free up as much money as you want before next year's auction by letting players go into free agency. You'll need that moneyt for the rookie/free agent auction next October/November.
