For realism, sure. But for practicality, I don't think they can. New coaches will already be at a disadvantage (no bowl money) but to make them miss out on players who are already "wrapped" up, if not already signed, pretty much breaks the spirit of fair competition. And that goes for not just newbies but any coach who decides to switch teams. I think this is one place where realism has to be set aside.
