Basically it means that you can use clones, but not from the same captain. I'll give another example.
You've got 1972 Frank Robinson as one of your captains. He played with the Angels in 1973 so that gives you access to '73 Nolan Ryan. One of your other captains is 1994 Rafael Palmeiro. Since Palmeiro played with the Rangers in 1989 you could also use '89 Nolan Ryan. So you can clone, but only from different captains. And if your 1981 captain gave you access to Nolan Ryan you could use him a third time there! But I think Ryan is one of the only guys that could actually show up three times on one team, and even then only if you got lucky with your captain draw.
